Computer Can't Restart

Ok so recently when I tell my computer to restart via the start menu, it shuts down to the point where the monitor turns black but then it just stays there (with the tower still on). I then have to manually shut it all the way off with the power button and then turn it back on. It hasn't always done this. The boot options in the bios has the hdd as the primary boot. I don't know what else to check.
