Computer Cascade freezes often, don't know how to solve it.

My PC is having cascade freezes? Especially when playing games but even when I'm just browsing chrome or listening to music. First whatever I have to the front tab freezes, then my other exe's, then my cursor, then my music or whatever sound is playing. This persists for about a minute, then it all unfreezes simultaneously, I have malwarebytes anti-malware premium and run a virus scan every 3 days so I don't think it could be a virus or malware, I'm not sure what to do?

I've tried defragging my drive, tried changing priorities, gone into the CMDprompt and done /scannow and some other commands, nothing has fixed it. Any help would be appreciated! I use windows seven(sidenote I am planning on buying a new PC in 2019 so I can live with this but I'd like to try get this fixed)
