Computer Case Electric Shock

Hello. My Computer shocks me sometimes through the USB Jack or Headphone jack on the back. Or sometimes from outside when I touch it. Why does this happen and is there a fix for it ?

Are you getting electrical shock or electrostatic discharge (ESD)?
Before you touch the PC, touch another metal then touch the PC. Do you still get the shock?

Well when it's on I get a shock from the Case. Not the parts at all. When it's off. It doesn't I don't get any shock

If you touch another metal, then right after you touch the computer do you still get the shock?
