Recently I have had internet issues, over the past week specifically. Not network related, as it still happens if I go and use mobile data. I have narrowed the source of the problem down to my computer itself, tried everything from scanning for network drivers and problems to a system restore (to a point a week ago) nothing has fixed the problem. Please send help.

Okay, happened after the uninstallation of something called NetCut. Since then its been happening, halp. system specs are irrelevant as I have come to believe it is software sided. The issue only started about a week ago.

It's impossible to troubleshoot the issue with your vague description of what exactly is happening. Describe the "lag". Tell us what you're attempting to do when it occurs and describe what it's like when it's happening.

My first thought would be to download malwarebytes anti-malware. Fully update it and run a custom/complete scan and checking for rootkits. Remove anything it finds and reboot. Report back with the requested information.

After installing Netcut (and uninstalling shortly after, 3-4 days) I began experiencing lag in various games, League of Legends/Counter Strike etc. (ie 200+ ping in game where I would normally have 20-30 max)

Have tried various fixes, ranging from manually scouring my drives and registry for Netcut leftovers, as well as Wincapp, and deleting anything I find.

In the last week or so (When this started occuring) I have not downloaded anything apart from CCleaner (Which a friend recommended)

Along with scouring drives and cleaning registry entries I have flushed DNS, reset firewall rules, and changed IP and DNS settings.

Have also tried using my WiFi card, with various things including my phones hotspot, and a wireless dongle, this has not fixed it and has led me to think that it is software sided.

That's common. You have to try to understand why.
First, you don't just have a ping that is normal to everywhere. Since you're taking different routes to each ip you connect to on the internet, and since they are different distances and go through various amounts of equipment... you will have a different ping time for each host you connect to. Pinging some popular domain will usually yield a relatively low roundtrip time(ping) because they will generally have their domains on a CDN which will choose a mirror of the site in a datacenter nearest to you.

Someone serving an online game will be totally different.. There are no mirrors. So if you're on the east coast connecting to a host on the west coast, you're going to have a bad time. You're connecting directly to that person. The host of the game has to send each player updates constantly with x,y coordinates of every player, every object that has changed position, every bullet, etc. Each piece of data will be broken down into packets. Sometimes it will take more than one packet to encapsulate all of the data. So it will be whatever the ping time is x amount of packets sent before your pc gets the updates it needs. When the game server has multiple hosts to send to, and their upload is not adequate, it will cause everyone's ping to jump when the game starts.

So, your only hope at this time is that your machine has malware that is sending data frequently and bogs you down while gaming. Download malwarebytes and update it. Do a complete scan and check for rootkits. Remove anything you find and reboot. Try your game again. If you're still lagging, you just have a slow internet connection and/or you're choosing poor hosts for your location.
