Computer constantly resets, issue related to 8 pin atx12v

Hey guys,

Im having some problems with my PC. There is constant resetting instantly as i turn on the pc, and will keep resetting every few seconds.

If i dont connect the power to the section of motherboard shown in the image below, it doesnt reset.

Is it my motherboard thats busted? Ive already tried another psu

That looks like The CPU 8Pin Plug, you should not even be able to turn that thing on without plugging that in .. Whats the make / Model of the motherboard?
