Computer continuously reboots without ever pulling up BIOS

So I have recently built myself a new computer and after putting everything together and turning it on it would just turn on then turn off and continue in a loop. I went online and went through the steps on why it would be doing that and narrowed it down to the motherboard/processor. With on the essentials plugged in and after is reset the CMOS it would turn on fully one time but if I turned it off it would go back into the loop. I don't want to return my motherboard or processor without checking here first. Thanks

Mother: Gigabyte H110M-a
Ram- Hyper X fury 8gb
Processor- Intel i5 7600K
Graphics card- EVGA GeForce GTX 1060 3gb single fan
PSU- EVGA 750b

How far does it get before it reboots itself? Can you even get in the BIOS?

Nope, all of the fans and lights turn on for about ten seconds then it all turns off etc

How many RAM sticks are installed? If two, just leave one in the first slot and see if it boots and POSTs

Only one installed in the first slot. Should I try moving it to the second slot?

As long as its in the correct slot that should not be a problem
