Computer continuously reboots without ever pulling up BIOS

So I have recently built myself a new computer and after putting everything together and turning it on it would just turn on then turn off and continue in a loop. I went online and went through the steps on why it would be doing that and narrowed it down to the motherboard/processor. With on the essentials plugged in and after is reset the CMOS it would turn on fully one time but if I turned it off it would go back into the loop. I don't want to return my motherboard or processor without checking here first. Thanks

Mother: Gigabyte H110M-a
Ram- Hyper X fury 8gb
Processor- Intel i5 7600K
Graphics card- EVGA GeForce GTX 1060 3gb single fan
PSU- EVGA 750b

Nope, all of the fans and lights turn on for about ten seconds then it all turns off etc

Only one installed in the first slot. Should I try moving it to the second slot?
