[SOLVED] Computer continuously reboots

Nothing ever appears on screen

Components
Gigabyte GA-h110m-a - Motherboard
MSi TwinFrozr (Currently Disconnected for troubleshooting) - Graphics
2 x 8Gb Crucial DDR4 2133 UDIMM - Memory
EVGA 80+ (500w)
Intel Core i5 (cleaned a slight amount of green residue off it)


Steps already Taken
  1. Paperclip PSU Test (Passed)
  2. Cleaned Reseated Memory
  3. Tried each Memory Stick in Both Slots and tried without
  4. Removed Graphics and tried onboard
  5. Removed Battery for 90 seconds
  6. Replaced Battery
7)Removed/Reseated CPU

Nothing ever comes on screen, no Bios, no nothing.
Does not restart if CPU 12v is not plugged in but that is not functional

Considering PSU fan turns on with paperclip test I am assuming (could be wrong) its not the PSU
CPU gets hot
Heatsink gets hot

Assuming it to be the Motherboard?
Anyone think of anything I am forgetting?
