Computer CPU Usage and Disk Usage 100%

I have been having problems with memory cpu and disk usage for about 3 weeks now making playing any game other than csgo hard to play because of usage just non stop stop and go lag and disk usage getting to the point where webpages dont load for a while here is a picture of gta v running which is my main game im having a problem with.

My pc is an i5 6600k @ 4.5mhz water cooled
z170 pro gaming mobo
evga hybrid gtx 980ti oc'd a bit
8gb ddr4 ram 2400mhz
700watt psu

When last did you do a stand-alone virus, malware, and rootkit scan? Are all your software legit or do you have some cracked or hacked versions of games or other software?

If you look at Task Manager (include processes for all users) what is the top-listed task If you open resource monitor, who's using your hard drive??
