Question Computer crashed while booting and horizontal green line

This is the 2nd time this has happend to my computer while i was booting it
first time it happend after a power loss, i booted my PC, it showed the motherboard logo then screen went black and then few green lines showed up on my screen and after like 20 seconds the screen went black.
I turned it off and turned it on again and it booted fine. I checked the minidump files using whocrashed software and it said "This is a video related crash. A third party driver was identified as the probable root cause of this system error" it also said "This indicates that an attempt to reset the display driver and recover from a timeout failed"
It also happend today while i was booting up my PC after a power loss but there was no minidump to be found
The Computer never crashed while i was playing games on it.

ASUS Tuf B560 motherboard
Gigabyte GTX 1650TI OC GDDR6 windforce edition
Corsair vengeance DDR4 16gb dual channel RAM
1TB WD hard drive

Your specs are incomplete, you forgot to mention the make and model of your PSU and it's age + the BIOS version for your motherboard.

Perhaps you should share the .dmp files for us to take a look at.

On a side note, you might want to see if running DDU in Safe Mode, to remove all GPU drivers(intel, AMD and Nvidia) then reinstalling the latest GPU driver, sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator, helps.

my power supply is CV 450 all parts are almost 3 years old but the GPU is less than an year old
i never updated my bios so i'm not sure what version it is.

Sounds like your GPU is artifacting and is on its way out.

If nothing resolves the issue with drivers / software, remove the GPU and boot with integrated graphics.
If there are no issues after that then you should just RMA or replace the card.

i never updated my bios so i'm not sure what version it is.
Use CPU-Z, head over to Mainboard's tab, send us a screenshot of what you see.

You might want to host the file on another site, I won't provide my email address to access that file, no offence.

my power supply is CV 450
That's just a rebranded VS unit, which isn't a good unit.

BIOS version 1017 doesn't exist on that list. Again, if you're certain the board I've linked is the one you own, then it's likely the BIOS you have was pulled off their support site due to instability or a better version.

Please verify the make and model of your motherboard.

I checked the website and its not showing me that version but CPU Z is saying that is my verson.

green horizontal lines because the graphics card driver was either outdated or corrupt, Update or reinstall display drivers and adapters, and check for malware.
