I need a computer which is designed for:
Editing images
Storing photos
Creating web pages
Running demanding video editing programs

You could cut into the budget by removing some of the included storage, or removing the iGPU and switching to an E3 model ending in 5 or 6 (includes iGPU).

Alternatively, an AM3+ build with the FX-8320E is a good value option, and that would even support the use of ECC memory (on certain motherboards), which is always a bonus when building productivity computers.

For what is probably a professional endeavor involving a not-insignificant amount of money, you aren't giving much info to the free help you are getting from anonymous strangers on the internet.

Talk to your IT department, or if you don't have one, hire one.
