Computer died and won't turn on

I was watching a youtube video and my computer suddenly switched off as it it was been switched off at the wall but both my monitors were still on.

When I try to turn it on, the rear fan, the psu fan and the gpu fan all start to spin but then stop. My cpu cooler and front fan do not spin at all.

My parts are

Asus Z87-C
i5 4670k
Cooler master Hyer 212 evo
Cooler master v750 80+gold
Rupjawsx 2x4gb
I've had this for 1.5 years.

I've tried reseating the RAM and GPU as well as switching the ram around in the slots and booting without the gpu. I've also tried resetting the cmos and mobo battery. All of the cables inside feel like the are connected properly.

I believe this is a PSU issue, it seems like it's working but it's not delivering the required power to your system. As you can see, your CPU isn't powered.

Just did the paperclip test and the psu fan did not spin.
