Question Computer display will turn on, but turns off

I started having this issue where the computer wouldn't shutdown or turn off by the power button. I thoroughly cleaned inside to make sure that overheating wasn't the issue. After that it turned back for a day or so. Now it will turn, fans on etc. After resetting CMOS and re-seating the graphics card the display would come on for a few minutes. I could log in to Windows. But then the display would cut out again but computer stays on. When trying to turn it off with the power button it wouldn't turn off. So I would have to turn it off with the switch on the PSU. Would this be a power supply, motherboard or video card issue? Or even possibly all of the above. I know it's not my monitor because I tested it on another computer.
