Computer does not post and weird sound

So this computer will not post, power gets to the mouse; it lights up but not the keyboard. If you turn off the computer you hear a quick peeeew sound.

This is an issue my friend is having and he is far away and I am trying to help him. Do any of you have any ideas what the issue could be?

I know its basically nothing to go on but just wanted to ask.

I feel like its an issue with the psu or motherboard.

Have him check all of the connections and cables. Check and reseat all internal cards, memory modules.

Try booting into safe mode.

See if he is hearing any beeps at startup.

You need to work with him to get more information. I.e., any previous problems of any sort?
