Computer does not power up, but the mainboard's power light is on

When I try to turn on my computer, it does not boot. It doesn't give any beep while starting. It does not show the BIOS start screen, and all the fans don't spin up. What might be wrong?

I tried to shut down the power supply and turn on again, take the CMOS battery out, use the power button on the mainboard, check if the cables are securely fit in. But the problem is not solve.

It is an old system which is already 7 years old, I plan to replace it when Skylake CPU is out.

If starting the board with only CPU and CPU fan installed, does the CPU fan spin?

See if a connected fan does spin.

I have performed the power supply test and the fan won't spin up.
I guess have to replace the PSU.
