Question Computer does not shut down with 4-port network card installed ?

I have a 4-port NIC (StarTech ST1000SPEX4) in a new computer (MSI Codex R). When I try to shut down the computer it will shut down Windows 11 but the PC stays on, i.e. fans stay on, PCI-E card stay on, etc. I have to press the power button for 5s to do a hard shutdown and then start it again. Something similar happens when I try to reboot the computer, i.e. Windows 11 shuts down but never comes back while the computer is still on.

It's related to the NIC as when I remove it then everything works as expected, i.e. it completely shuts down for a shut down and with reboot it goes back into Windows.

I used another Intel 2-port NIC in the same slot to see if it is related to some BIOS setting. However, with the Intel card the PC behaves as expected.

I also checked the "Power Saving" option in the NICs advanced properties. The issue persists both with this option enabled or disabled on all 4 ports.

Any input is appreciated.
