Computer does not turn on! Only with green,black trick...

Ive just built my new computer everything is put togther and well connected but still no turn on

The only way the computer turns on the fans is when i do the paper clip trick to my 24pin connected to the motherboard but i soon as i take the paper clip out everything turns off

i could leave the paper clip in and the computer can stay on for as long as its bypass and there is no post

Help would be appreciated
Bad motherboard?

It might be a short. Try testing the board outside the case.
