Computer doesn't automatically restart...?

Recently I built a new HTPC for my living room. Specs are below:
i3-4150
1x4GB Crucial Ballistix Sport DDR3
Samsung 830 SSD
Corsair CX430M PSU
ECS H81H3-1 Motherboard

Everything went fine up to the Windows installation. The installation completed, and automatically restarted the computer. However, instead of acting the usual way, the computer stopped displaying to the screen, spun down the optical drive, however, all the fans still spun and lights stayed on. The computer never restarted. The same behavior occurs when I use the restart button on the front of my case.

To fix this, I need to hold down the power button until the computer actually turns off, and restart the computer manually. What could be the cause of this problem, and how could I fix it?

Clearing the CMOs and resettings BIOS defaults had no effect. Windows has installed and everything else seems to work fine except for the front USB port... Normally I wouldn't care, but half the point of an HTPC is so you don't have to get up every time a program tries to restart the computer in order to update.

This is a brand new computer I built yesterday, it did this before Windows was even installed in the first place. (the hardware restart button does this too). Since nothing else seems to be affected, could this possibly be an issue with the BIOs settings or something like that? I feel as though if there were issues with the hardware itself, more would be affected than just an issue with the computer not resetting automatically.

In accordance with my previous post's logic, I re flashed the BIOS of my motherboard to the latest version, and then reseated the CMOs battery. This solved the problem - the computer now restarts and runs properly.
