Computer doesnt post

Hello, i recently i was building a brand new pc and i managed to drop the cpu.I have fixed the pins and the cpu goes into the socket flat. I was able to put the cpu in no problem but when i tested the computer on a motherboard box it wouldnt post. The cpu gets hot, the led lights on the motherboard light up, the gpu fans spin , the hdd is making noises but there is no signal on the monitor. My question is if its the cpu or the old drivers from a hdd dont allow the pc to propely boot. Im running a amd ryzen 5 1400 Asus b350 prime plus Evga 450 W B1 8gb ddr4 2133 mhz kingstom hyperx ram a old 1tb seagate barracuda with the drivers from the old pc and a Gigabyte 1060 3gb

Well the CPU maybe the main prob. But you'll have to reinstall windows if it does post

Do you know how to reinstall windows without getting no post? I have no spare computers apart from a laptop
