Computer doesn't sometimes boot until I replug computer, Fps drops in games.

Hey, my pc has been acting weird for like last 6 months.

- Sometimes when I boot there is no display, or there is display but it gets stuck, until I unplug and plug the computer.
- Sometimes fps drops to 10-20 for 10-60 seconds. Sometimes, but rarely this stays until I restart the computer.
- Sometimes screen stutters and flickers even when I'm only watching videos.
-Sometimes boots up with wrong resolution
All of these seem to happen so randomly. I've had some other symptoms which I cant remember right now, I'll add them later if they come to mind.
My temps are fine, ive done memtest, updated drivers.
What i've noticed when this fps drops for a 10-60seconds my Power% goes from ~50% to ~10%.

I5-4670k 3.40
8GB RAM
XFW 450W
Asrock Z87 extreme3
WD caviar blue 1tb
 


No, I always close it with pressing the button down for 5 seconds if it gets stuck. I meant that when there is no display on startup I have to unplug and plug the computer after closing, for it to finally display something. My computer is ~3 ½ years old. I have avast antivirus, and I've done malwarebytes scan few times and it hasnt found anything. Can't do avast full scan tho, it gets stuck at 0% dont know why.
 



I did the cinebench OpenGL and CPU test. In OpenGL I got 110 fps and my GPU temp went from 40C to 50C GPU usage was 30-60% CPU usage was 30-40%. In the CPU test my CPU temperature went up to 65C and CPU usage was 100%.
 

Okay, ill try to find someone to borrow from. I might aswell add some more details now that came to mind. Earlier today I booted up the computer without problems, but when I started games, straight from the start I had 20fps with like 0,5 sec delay with mouse movements etc. Then I just restarted the computer and all games worked without any problems. Is it possible that my GPU boots up wrong sometimes? I don't know much about these things.
