Computer Extremely Slow

Computer is loading everything slowly. Playing games at low graphics and still getting 5-20fps. My temperatures are fine with GPU having 40ish be load and 30 idle. CPU temp is 40 idle as of now and 45ish under load. I did a clean-install on my PC yesterday. Everything that I know of is up to date. I used to be able to play games on Ultra and get beyond 60+ fps.

did you unplug the hard drive and test?? if the controller gone bad on the drive it hang the pc.
make sure the bios on the mb is updated and you have the newest intel chipset drivers installed.
if you think it the gpu use the onboard video and pull the gpu.
the controller or the hard drive may be failing now. as you reloaded windows yesterday do this. unplug the hard drive and install windows to the ssd. update the ssd and install one game see if the speed is there.
if it not check the cpu cooler make sure in on right.
run intel cpu test make sure the cpu is ok.
run memtest86 from a boot usb stick overnight.
 


Wouldn't be the CPU cooler, as temps are perfectly fine.
The controller on the HDD sounds like the more prominent issue imo.
It looks like there is low utilization of components, which further backs up the potential problem of a HDD failure, and slow transfer speeds of data, hence the low frame rates and utilization.
What model are your HDD and SSD?
