Computer Failing Please Help

PC Specs:
ASUS Z170 Premium
Intel i7 6700K
Geforce GTX 980 Ti
Corsair Dominator Platinum DDR4 3000MHZ
Samsung M.2 950 Pro 512GB
2 x WD Red 3TB
Corsair H115i CPU Cooler
Corsair AX860i
Asus Xonar Phoebus
Phanteks Enthoo case (using the multifan connector)

Computer keeps shutting down like there is power loss and entering a reboot loop.
The reboot loop is 1 second on, 2 seconds off.
Sometimes the computer will boot up again after a few cycles, other times it will just loop on and on. This can be from a fresh bootup or the computer can run for minutes to hours before crashing.

I have replaced mobo, psu, ram, cpu, cpu cooler.
I have tested using onboard gfx (card removed) and with the gfx card.
I have removed the sound card for testing.

I am using Corsair link to record some data and the thing that stands out is the 3.3v rail current draws over 35A before the computer shuts off.

The max load of the AX860i PSU is 25A.

The computer usually crashes during load; I get 15 mins of CSGO out of it, 2 minutes from an AIDA stress test (all selected),

Does anyone have an idea what could be happening and/or please help by giving me some idea of what uses the 3.3 voltage so i can try and narrow it down.

the SSD uses the 3.3V rail, I would make sure you are using adequate cooling on your M.2. The 950s are prone for getting blazing hot under load. Also check for shorts on the back of the motherboard and the case, aswell as on the board, and re seat your SSD.

Please let me know how hot it gets underload, I would rather avoid downloading files.

HD Tune did not show any drives on the health section, i did an error check and everything seemed fine.

mobo has latest bios.
the original fault happened after 6 months of uninterrupted use, i removed and reinstalled the mobo multiple times and also swapped it, i can not see anything shorting out. i would expect a short to be present all the time?, I'm typing all the replies on the computer which his holding steady at the moment.

Using HWINFO to sense now.

I have checked all my logs on Corsair Link 4 and every shutdown the 3.3v rail goes above 35A.
Could someone provide any more info on the components above and their exact voltage rail usage?
Even if a component primarily uses the 12v but uses the 3.3v for a tiny function.
