Computer fails to boot with new motherboard and CPU - boot loop until I pull power

I decided that I was going to take the plunge and upgrade from my AMD FX6300 processor to an Intel i5-4690k. With that comes a motherboard swap, so I ordered a Gigabyte GA-Z97X-UD3H along with it. Everything came in yesterday, so I got to work. Everything was going relatively smoothly and I got it all in the case and ready to go. I went to boot the computer and lights and fans! Great! About three seconds later, it died. Strange. Another three seconds later, it came back on. It continues in this boot loop until I turn the PSU off or unplug it. I'm not too experienced with troubleshooting this kind of stuff, so I'm lost. I am not getting any beeps or anything on my screen when I do try and boot.

What I've done

  • Pulled out the motherboard and tested outside the case to rule out a short
    Remove and re-seat CPU and RAM
    Clear CMOS
    Tested two different power supply units
    Removed everything but RAM, CPU, CPU fan, 4+4 CPU power, and 24 pin connect

As I said - I'm lost and not sure where to go from here. Are the parts DOA? If so - I'm sure the motherboard is more likely to be DOA than the i5, right? Any advice is greatly appreciated!

I should have looked closer last night. There's not a bent pin - but a pin missing completely. Motherboard will be going back and I will have a new one coming in tomorrow. Hopefully that takes care of my problem.
