Question Computer fails to boot ?

First of all I have gone through the sticky and read old threads hoping to find an answer there but no luck.

A while back I had a problem where screen would glitch (like weird squares across the screen) or just show blackscreen on boot. After multiple tests, I came to the conclusion it was the motherboard that broke. So then I had it replaced it.

Everything is working fine for a month, and then I get the same error again, screen glitch, computer freezes and restarts, then is practically unusable. What is frustrating to me about both of these malfunctions is that the error is not consistent, so now I'm afraid I misdiagnosed it the first time too.

1.- Computer boots, get a normal post beep and bios screen, while loading windows screen glitches till barely anything is visible then restarts.
2.- Computer boots, get a normal post beep but monitor receives no signal, time passes still on black screen. QLED is white (VGA), weird sound that doesn't sound like the beeps, QLED switches to green (boot). After some time testing both times it broke this was the most common kind of error.

Things I have done:
1.- Update BIOS using USB.
2.- Factory reset the MOBO.
4.- Buy a brand new CMOS battery.
5.- Swap HDD/SSD.
6.- Swap PSUs.
7.- Reseat GPU and RAM.
8.- Change GPU and RAM slots.
9.- Check GPU, monitor and HDD/SSD in another computer (they work).
10.- Plugging the monitor into the motherboard because as far as I know even if it doesn't have integrated GPU it should at least let me be able to access BIOS menu but no apparently it doesn't.

Previous time these errors happened I also fully cleaned the PC and reapplied the thermal paste on the CPU. This time I haven't because like I said only one month had passed since I assembled it, makes no sense it would need new thermal paste.

So when the QLED for boot remains on, according to the Asus website it is supposed to be related to the HDD. So I plugged in an SSD but nothing different happened, and both work in other computers. So I would assume the problem is mobo and not my HDD, but this is brand new, replaced the old mobo due to exactly the same error, so what gives?
