Computer fails to start

Everytime I start my computer it first restarts after 1second then starts up for about 50seconds before restarting again and keeps repeating this process. During this process nothing will show up on the screen and neither the keyboard nor mouse will light up meaning it just isn't the screen faulting. Anyone got a solution to this? I've tried removing all usbs, switch ram and remove the hdd

anyway can you try with an other psu from a friend or???

do you have the latest bios version?
