Question Computer fans spin but no post

My computer is having an issue where it will turn on and the fans spin but there is no post and the fans don’t rev down. I have tried reseating cables and ram but they didn’t help I thought it was the psu but after buying a new one no dice. I really don’t know what’s up I think it’s the motherboard but I have no real experience troubleshooting so I have no idea.
