Computer Fans start then Stop [Boot Problem]

Hello everyone! Today I installed a new heatsink into my computer. When I try to power on my.computer the fans start, the mother board lights up but the keyboard, mouse and display do nothing, then after a few seconds the fans and lights go off, then a few seconds later starts again. I'm pretty certain it's not the motherboard since the power led at the bottom lights up and the fans start, but the USB attachments don't work?

INTEL I7 SKYLAKE
NVIDIA 1060
16 GB RAM
SEASONIC 700W PSU
SSD 500GB
HDD 2T
 
Is the new heatsink securely in place? It shouldn't budge if you try to move it with your hand.

If that's good, go through a few troubleshooting procedures:

Reset BIOS - unplug system and locate the coin cell battery on the board, then gently press the retention clip to remove the battery. Leave it off for a couple of minutes and then restart
Remove and reseat all the RAM
Reseat GPU
Remove GPU and attempt to boot off integrated graphics

Hey, Update, I fixed it with the help of somepeople over on r/techsupport Thanks for your guys help too. The one I believe was correct was the guy who said it was a short. To fix it I took everything out and started it one by one with each piece outside the case then inside the case and it fixed it. (I also reset the CMOS)
