Computer for my Dads 50th Birthday

I was hoping you get help me put together a Micro ATX system for my Dad who loves his RPG games such as Dishonored, Elder Scrolls Series, Fallout Series, The Witcher 1&2 and so on.

He really wants to play the new Witcher 3. When he bobs his head round my door and see's me play ultra on my pc makes him want to play it even more :) . So I'm planning to build him a pc and get the The Witcher 3 GOTY with a guide as well if possible, it also means he can put his other games at higher settings and get a clean 60fps as currently he has a 7750 that can get 50-60 at 1080 with low-med settings which he certainly isn't happy with.

Because he has a small all-in-one desk that has a printer below as well the desk is pretty cramped so he only has room for a rectangler a Mini or Micro ATX tower case, he currently has a prebuild PC World Medion micro/mini ATX system.

I have been looking into parts and was thinking
-Skylake i5 6500
-EVO cooler
-Micro ATX MOBO
-GTX 960 or 970 4GB GPU
-2x8GB 2133Mhz RAM
-Win 7 or 8.1
-500-550w PSU
-120GB Samsung SSD
(he can then put it current HDD into the new pc for spare storage as well)

I'm looking for the best prices possible here, save where I can.
(I use SCAN, Amazon or Ebuyer when I order parts online)

Also isn't the RX 480 weaker than the GTX 970 even thou the RX 480 does have DirectX 12 support and double the VRAM.

1. For i5-6500 you don't need custom cooler. The one provided by Intel is more than good enough for that.
2. 120GB SSD is not favourable, you'll lack enough of space for "fast data", get 240
3. I'd also agreed with others on GTX1060
4. Get quality PSU. It's worth it.
