What are your pc specs? usually flickering could be caused by a bad port on the gpu , gpu is going bad or overheating, and also could be a bad driver install .Try reinstalling drivers with ddu.
DDU:

My PC specs are:
i7-4790k @ 4.00GHz
8.00 GB RAM
GPU: Nvidia GeForce GTX 960
I will try reinstalling my drivers. Thanks for replying! Oh right, i forgot to mention that i also tested my ps4 with the monitor and the flickering still occurred, so it probably isn't my video card.
Then it seems pretty pointless to reinstall your video drivers.
Your issue is pretty confusing though:
1. PS4 + monitor = flicker
2. PC + monitor + TV = flicker
I'm not sure why you'd get flickering on the HDTV if the monitor was the problem source, but it does appear to be the only connection thus far.
*I suggest testing with your monitor DISCONNECTED for a while. Just the PC + HDTV. If you don't see any major issues then your PC is probably just fine.
Update:
With the PS4, I suggest testing again without the PC connected to the monitor. Just unhook the cable from the rear of the PC. It still feels to me like an issue with the video card on your PC since I can't understand how the HDTV would also flicker. Other than the PC there's no physical connection between the monitor and HDTV.
