Computer freezes during boot up at windows loading screen

PC Specs:
PSU: Corsair CS650M
Motherboard: MSI Z87-GD65 Gaming
CPU: Intel i5-4670k
GPU: EVGA GeForce GTX 1070 FTW
RAM: 2x8gb HyperX Fury
HD: Crucial 128gb SSD/Seagate 1000gb SSHD
OS: Windows 10 Home
The GPU is 7 months old, the RAM about 1 year, while the rest of the build is about 3 years old

The problem is what the title says - everytime I boot my pc, it freezes at the windows loading screen.
If I reset my pc and reinstall windows, I get about 8 minutes where the pc functions as it usually does, until the screen goes black and i have to forcefully turn it off, after this it's back to freezing at boot up.
I am able to boot up in safe mode.

I have already tried:
- Removing all usb devices and booting without them
- Deleting everything and reinstalling windows
- Updating BIOS and clearing CMOS
- Booting with one stick of ram at a time in different slots
- Changing the GPU's pci-e slot, which got me to the login screen, but black screen immediately after
- Switching harddrive and reinstalling windows on it
- Changing the GPU's power cable
- Switching the monitor
- Connecting with DVI instead of Displayport
- Other finicky windows fixes suggested at various sites that i can't remember anymore

The only thing that has worked so far, was simply disconnecting the GPU and using the integrated graphics instead, which suggests that the GPU is faulty - but i have only had and used it for 7 months and i haven't tampered with or overclocked it. I have made some custom sleeved cables for it, but they have worked flawlessly for 5 months.

Usually i can find the solution on google, but after troubleshooting for 3 days i am completely stumped.
Any help would be greatly appreciated.
