Try:
1. Remove CD in Device Manager, restart and Windows will reinstall. If
that makes no difference...
2. In Safe Mode, remove ALL drives, ALL controllers (that can be
removed) and the System Device called PCI Bus. Restart in Normal Mode to
have Windows reinstall all drivers. If that doesn't help...
3. Try a different CD drive. Very possible that the drive is simply no
good anymore.
