Computer Freezing, Awful Buzzing noise whenever a program (including my computer) is started

A few weeks ago I had a hard drive failure issue that led to not being able to use my computer for about a week. I was able to resolve that issue and continue using the computer and was able to run some intensive programs. However the next morning after turning it back on, I was unable to start any program, including my computer or an antivirus, without my computer locking up and making some awful noises. The computer does not lock up immediately, taking about a minute or two to start the process of freezing, where the mouse cursor is still visible and moving around, but flickering, skipping frames, and clicking stops working. What could be causing this? I put this in graphics cards because I am not sure where the issue lies. I have a windows 7 professional 64 bit operating system, AMD Phenom II X6 1100T processor, 16 gb of RAM, NVIDIA GeForce GTS 450 graphics drive.

How did you fix the HDD issue. Did you replace the drive or you got it working somehow?
In case you've replaced the drive, it may e a good idea to open up the computer case and the to see whether the noise comes from.

If you managed to get the HDD working, then I believe the noise could be coming from the HDD. You could consider using some data recovery tool for DOS mode, so you can try to recover the data.
You will need a CD or a flash drive, so you can boot Ubuntu: http://www.tomshardware.co.uk/forum/267999-32-recover-data-mode
Then, you can navigate to the drive and transfer your data.
