Computer Freezing Help

We got
OCZ TRION 150 240GB
and recycled an old HDD from their old computer

I just built this for my girlfriend and her family! I figured it would run decently fast without freezing too much. Her dad told me yesterday he is consistently having to wait over 30 seconds for a webpage to open up or load. Any ideas please help need to fix this ASAP!

make sure mb has the newest bios file and amd drivers from amd web site.
make sure the newest ethernet drivers are installed.
run malware bytes and hitman pro. if it not malware see if it something running that acting like it.
run hdtune check old hard drive.
make sure the ssd on the right sata ports on the mb and it has the newest firmware.
run windows disk managemnt make sure windows 10 is on the ssd and not the hard drive.

I havent checked any of the temps or anything like that. And yes i bought a brand new windows 10 disk

when i built it we ran it and it seemed to run smooth and i also have installed norton onto it! if the cpu is overheating would that be the problem right there?
 
It's possible it's temp related though that seems pretty specific to be the cause. If it were temps, the system would be crawling for everything, not just web browsing. Have they tried just rebooting the modem/router? I've seen this itself cause very slow internet for relatives and a simple reboot fixed things. Could be Norton hogging resources as well, though 8GB of RAM should prevent that. Were all the latest drivers, UEFI installed when you set everything up?
