Computer Froze and Won't boot

I was in the middle of playing PUBG when my screen froze my headphones clicked off, my mouse and keyboard turned off but the fans kept spinning. I turned off my computer and back on. The monitor said "no signal" as if the connection wasn't there. The motherboard lit up, the fans are spinning and the Ethernet port is working. But my keyboard and mouse aren't working. I don't know what this is I have tried replugging stuff, waiting and other random stuff but none of it worked

INTEL I7 SKYLAKE
NVIDIA 1060
16 GB RAM
SEASONIC 700W PSU
SSD 500GB
HDD 2T

This has never happened before. The USB ports don't seem to work and the monitor input doesn't work on my GPU or Motherboard. But the the e thernet works and the motherboard lights up.

Update: when I replaced the thermal paste it worked but then I turned it on and off again because it was making a rattling sound. So now it is doing it again and there is a bios light

It's goes: CPUled to DRAMled to CPUled solid red going back and forth
