Computer gets stuck on splash screen, boots correctly after restart.

I just built a new computer and everything was working normally when I had the stock Ryzen 5 2600 cpu cooler in my computer. A few days ago I swapped out the stock cooler for a gammax 400 and now every time I turn on my computer it gets stuck on the splash screen, but once I restart it, it boots normally. Anyone know what the problem could be?

When installing the new cpu cooler I did unplug my graphics card and ram.

My specs are:
ASRock B450
Ryzen 5 2600
RX 580
Rosewill 750w
Vengeance LPX 16GB (2 x 8)
