Question Computer hard freezes without safe mode

My computer worked fine until today. I started hard freezing a few minutes after booting. Every single time I booted. So I could barely use my computer. Booted into safe mode, it doesn't freeze, so I figure it must not be a hardware issue. I reset my computer through windows, chose to fully clean both drives. It took a while and when I got to setting up windows it would only take a few minutes to hard freeze again. I managed to speedrun windows setup but it still hard freezes after a few minutes of me using my computer. I am writing this in safe mode with networking on. It does not freeze in safe mode still. What could this issue possibly be?

Edit: I ran sfc /scannow and it said some things couldn't be repaired. The logs point to windows power shell/modules/defender as the issue. It says could not reproject because the source files are also corrupt.
