Computer hardware needed for architecture

Hello,
my friend is an architect and would like to design a computer system himself. He has a budget of $5800. He needs to design scaled plans,3D models and animated demonstrations and make use of the AutoCad. Could please answer me ASAP about all the hardware(CPU,processor,motherboard) and if possible software which is needed. No need for the specs. Thanks
