Computer has a delay on powering up after pressing power button

I press the start button on my computer and mostly it will take a 5-10 seconds before it actually starts up sometimes longer, other times it doesn't start. If i unplug the power and put it back in it starts up as i press the power button. Any ideas what the problem could be?

RIG
OS: Windows 8 OEM updated to W8.1
Motherboard: Asus Z87-Pro
PSU: Gigabyte 650W
CPU: Intel i5-4670
GPU: Asus GTX680-DC2O-2GD5
RAM: 1x 8Gb Corsair vengence low profile
 
Ill activate the fast boot feature now and test it.
No sounds or beeps from the computer, i press the button then silence until it starts up

Side note/question
After i updated my OS to 8.1 it seems to start up A LOT! slower than it did before anyone know why?
 


Test it...if it does not fix it then run memtest....See if its a ram problem... B4 that if ur rig is an old one try to clean the interiors and reset the ram (if not liv it)... U cud also clear CMOS by pressing the CMOS button on board...Try these only if the first method is of no use...
 


It's most likely a PSU problem. My old Dell takes 5-10 minutes to start up after pressing the power button, and that's because it has a bad PSU.
