Computer has a noticeable stutter visually

So I've had my computer for about 2 years now, and everything has been fine up to this point. I checked to see if it was just my GPU or CPU dying due to the age, but I don't think the symptoms are as severe as the ones listed like crashing etc. I've also checked the temperatures of both of them, and they seem to be normal. Never exceeding 80 C or coming close really. I've also checked the task manager, and none of them are even closed to being maxed out. The highest percentage is my RAM at around 40%. I was also thinking it could be my internet connection, but I don't think it is because it's like a visual problem that occurs even when I don't run anything, also my ping in game is fine (40ms - 60ms). In-game I cap it off at 144 fps and I still get 144 fps. So I'm not really sure why my computer is stuttering. I also decided to do a factory reset, and there's still a problem with the stuttering. Any help is appreciated!!

GPU: Nvidia GTX 960
CPU: Intel Core i7 6700k Quad Core
 
i need more infomation on this like what are the full specs of the pc/did it ever fall or get damaged and if so is there any parts that were in the damages/if its on windows 10 downgrade to a older windows OS

Power Supply: EVGA 500 B1, 80+ Bronze 500W
Motherboard: ASUS Z17-A ATX DDR4
RAMs: GSKILL Ripjaws V Series 16 GB
Cooler: Cooler Master Hyper 212 EVO

It never fell, and nothing was damaged. It's at a windows 10 right now, and it's always been at a windows 10.
