Computer has odd boot up cycle

So when I boot up my pc it has a couple problems
1: When I press the power button it turns on and then off, and after a few seconds on again.
2: on the screen where it says to press buttons to access bios and other things takes much much longer than it used to.

Useful info:
1: works fine after it does these things and runs good.
2: I am booting from a cloned drive.

PC specs:
AMD FX-8320, stock clock
Corsair H100i
EVGA GTX 560 ti
Corsair CX600M 600 w PSU
Gigabyte GA-970A-D3
NZXT Phantom 410

Solution
I have to assume that the caps were bad, other than that I don't know exactly what wad wrong, it was large enough to handle a stock clock pentium4 and a8800gs 512

Okay so I RMA'd my old psu, it was showing in CPUID HWmonitor that is was only putting out 7.8v but it must have been reading wrong. oh well. the problem continued after I replaced my psu. I then recently did a BIOS update, and boom. It fixed the problem. So thanks for trying to help guys, but and hopefully somebody else will see my problem ended up being a BIOS problem.
