Question Computer has power but won't turn on

The power went out 2 days ago for about 20 minutes and since then the computer won't turn on. The power and reset button led's are on as well as my corsair k95 platinum rgb's but those seem to be the only thing's that work. The psu works, the outlet works, I checked all the connections to make sure they were solid and they are. Everything worked prior to this but I really can't figure out. The only change I've noticed is the intel z170 chip thing on the motherboard is "breathing". The light is usually just solid white but it's breathing now.

Cpu: Intel i5 7400
GPU: evga gtx 1060 super armour
Hard drives: 2x WD blue 1tb 7200rpm 64mb cache
Ram: 16gb evo potenza
PSU: EVGA Bronze 80 500w

Try to reinstall it's RAM for once
