Computer has random lag

My computer has these random lag spikes whether I'm playing game, listening to music, looking at my desktop, etc. It just skips and lags the very same way every single time. And when I say it skips, like EVERYTHING skips. My music skips, the game I'm playing skips, my mouse cursor skips, etc. It lasts for about 5 seconds and isn't really that much of a bother, but I was just wondering if it could be something worse. I've ran virus scans along with malware scans and nothing has come up.

8 GB RAM
Windows 8 OS
i5-3330 CPU @ 3.00GHz
Nvidia GTX GeForce 560 Ti

sometimes cpu usage at 100% can cause this check for that. If not then do a clean format and see how it goes
