Question Computer having trouble powering on, motherboard? power supply?

Hello,
My computer started having this problem. I wasn't home at the time, but I heard there was a power outage while my PC was on...
Now it's having trouble power on. I have to keep pressing the power button repeatedly. Only the fan in the middle of the top of the case spins and stops, until eventually it turns on...

It seems to be the power supply, but I noticed something strange. When I removed the video card, the video fan started to turn on normally, but the other fans (CPU and PC fans) didn't turn on, except for the one I recorded in the video... and even then, the PC didn't turn on. Does anyone have any idea? Could it be the power supply?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

If you suspect your PSU to be the issue, source(borrow, not buy) a reliably built higher wattage PSU to help power your system. If the system powers up without an issue with the donor PSU, then your PSU was the culprit.
