Computer is becoming unusable with 100% disk usage and 100% memory usage

Hey guys!

I am running a recently upgrade windows 10 on and intel core i5 4690k with a radeon r9 270x graphics card. I have 8gb of installed RAM which has passed memtest with no issues. I have done a chkdsk which found no issues. My computer jumps to 100% usage in both memory and disk usage shortly after booting and it becomes very unresponsive. I have tried clean booting but the issue persists. I have also disable BITS, windows search, and windows media sharing, and superfetch in services.msc all which yielded no results. I'm at my wit's end here as the computer is essentially rubbish. The resource monitor shows almost no usage of any resource yet it is still pegged out. I had this issue in windows 8.1 before I upgraded for a while but it mysteriously went away after a couple of months or so. I really don't want to wait that long and see if this resolves itself in the same manner. Any help/suggestions you guys could offer would be great. Thank you!
 
As the issue has persisted since Windows 8.1, the best fix may be a clean installation of Windows 10. Download the media creation tool here:

https://www.microsoft.com/en-us/software-download/windows10

Use it to create new USB or DVD installation media for Windows 10, which you'll boot into and use to perform a "Custom" installation without loss of data. Skip inputting the product key when prompted, and Windows 10 should self-activate after completion.
