Computer is making a weird noise

By computer I'm not talking about my actual physical computer but rather the sound coming out of my speakers.
I recorded the noise it makes off my phone, you can hear it as 00:04, 00:09, 00:17 and 00:30
My computer "lags" a bit when this happens

try running hdtune and run a vendor test tool on your hard drive. the error looks to be your hard drive having seek issues and is locking up your system....if smart showing warnings i would replace the drive as soon as i can.

That song was not on my hard drive but instead on a youtube video. I'll try what you said but

I tried it. Nope Hardrive is healthy. I think it might be overheating on my GPU or something

make sure the mb chipset drivers are updated and the sound card drivers...if the audio still stalling...try using msconfig turn off everyting in start up see if it a program or hardware issue.
