Question Computer is not fully shutting down ?

I've been having this issue for 3months and i just wanted to ask now because im annoyed kind off.. my pc wont turn off after i shut it down and i already tried alot of methods and still wont work such as: Turn off Fast startup, hold shift while shutting down and other tweaks on the power mode. Can someone help?? Cause im really desperate that it doesnt work.
 
What do you do to try to shut down the pc?
a) Windows shut down tab?
b) Power button on the case?
c) Turn off the psu?
d) Pull the plug from the wall? (I guarantee that this will work)

After trying to shut down, do you still see a display on your monitor?

Yes i shutdown my pc thru windows and the switch on the psu and its quite a hassle tbh. That's why im asking for help to solve it.

What might have changed since three months ago when all was well?
3months ago was the time i reinstalled windows because I've been using a pirated one the pirated os was not mine it came from when i bought it. Before i reinstalled windows everything seemed fine like a normal laptop would but after reinstalling it happens now every shutdown.
 
Where did you get the copy of windows which you are now running?
If not from an official source it may contain malware or worse.
Do you see any suspicious cpu activity?
If you got more than a 10% discount, it is not likely to be legit.

Try re installing windows downloaded directly from microsoft.
You can actually run without activation if you can put up with the nagging watermark,
