computer is not working

So I am a little new to computer but I just bought a pc a few months ago and now when I turn my pc on it flashes the power button on and off the fans run for like 2 second and turn off and on so what might be the problem I think it's not receiving the power it needs to run and I tried to plug it in to a different plug and that did not work

That could be any number of issues. Try first unplugging the system, holding down the power button for a few seconds, then plugging it in and turning it on. If that doesn't work, read your manual to find the bios (cmos) reset button or jumper and follow the instructions to reset the bios.

If you can confirm that the bios fixes don't work, then you can expect it to be either motherboard problems or PSU problem, but without a second PSU to test you can't really be sure.
