Computer is stuttering while normal use and gaming

Hey guys, I just installed a new cpu, gpu, motherboard, PSU, and ram today. I tested the new specs by playing games and realized the fps spikes. Also, when i try running chrome it loads very slow and videos buffer, just seems like everything runs slower. I read online that i should update the bios or reinstall windows since im still using the same hard drive. Any ideas?

Old specs- i3-2120, GTX 750Ti, 4gb RAM, no clue what the old mobo is.
New and current specs- i5-7500, GTX 1060, 8gb RAM, ASUS B250M-A

Yes, you need to reinstall Windows from scratch as in clean install, delete the Windows partition in setup and make a new one and install Windows.
