Question Computer issues

My pc will not boot unless I unplug the HDMI first then plug it in a few seconds after boot.
Update here are my Specs

• Intel® Core™ i5 9400F 2.90GHz
• ASRock B360M-HDV
• (2) * 8GB DDR4-2666 Patriot Premium
• PNY GeForce GTX 960
• 480GB 2.5in Seagate BarraCuda SSD
• Windows 10
• 550 Watt Gamdias Kratos

The monitor is an Acer - 27" IPS LED FHD FreeSync Monitor
