Computer keeps blacking out when I start.

Last winter I built my own computer. I had to try to install windows 8.1 like three times because something was mess up. It eventually worked. Every time I turn my pc on it has a 50% chance to boot normally. The other 50%, my computer blacks out. The screen is the solid color of my windows color. I can either wait 20 minutes for it to fix itself or press the reset button. It still happens when I installed windows 10. Also when I put my pc on sleep it sometimes freezes up. I can use my mouse to press the restart button and it will take a minute to reboot. What is the problem? Should I replace some parts or look inside? Thanks

Do not trust that automatic utilities like Geforce experience will be accurate, nor that the native windows supplied chipset or storage controller drivers are the most recent or reliable versions. Ok, I got to the part where I am to uninstall drivers. I found these 3 programs: AMD Catalyst Control center, AMD Install manager, and AMD product verification. Should I uninstall all?
 


My gpu is an AMD radeon sapphire R7 270x with 2gb.
 


This didnt work either sadly. Would replacing the GPU, MOBO, or CPU fix the situation? I can wait until black friday. Or should I just hire some guy to check it out? Thanks for your help. Its nice to find people who are willing to help. I know this problem has been a pain, but its nice you helped. Just for future reference, when I install drivers in the first place, should I always use the amd website, right? At the beginning I used the disks

By the way, the driver you recomended help a bit. My pc rarely has problems. Its much better
 
Yes, every time you install a new GPU card driver you should run the Wagnard tools Display driver uninstaller (DDU) and install the most recent driver as listed on the AMD website.

You core hardware is all ok as far as selection goes, so I think your problem is either power supply or drive related. Have you done a clean install of Windows 10 or are only using the upgraded OS? I'd back up all my data somewhere and then do a clean install if you are not having problems OUTSIDE of the windows environment. If you ARE also having problems BEFORE windows boots, then it's probably a hardware issue.

Ok, Ill try this. If it doesnt work, I might get some new parts. If I buy a PSU and GPU, do you think my problems will be fixed?
 


Also, I can get into BIOS and stuff still. It freezes/blacks out right before it should show the unlock screen and stuff.
 
I don't know. Problem solving is a process, not a definitive "this is the problem" in most cases. Eliminating potential issues is the best way to find the actual issue when something doesn't absolutely stand out as the cause.

That Rosewill Hive PSU is definitely not a high end unit and would be the first thing drawing my attention for most problems but in this case it's likely either a problem with the Windows installation, a driver issue or the GPU card. Do you have the latest bios installed?

Yeah when I downloaded the usb programs thing, it would not let me browse. It would just skip that step and make me install.
