Question Computer keeps freezing 15 - 30 sec then coming back to normal

The Problem:
Hey all, i'm having an issue where my PC decides to freeze randomly at 15-30 sec each time. The part that's throwing me off is, it goes back to normal after the freeze occurs and I'm not entirely sure what is causing it. My temps seem stable and mid-range, Utilization seems as normal as ever, no viruses, I don't have 100 programs running.
  • Idling
  • Using Chrome
  • Playing any games
  • Otherwise completely random times
Steps Taken:
  • Restarted PC several times
  • Updated all drivers
  • Fresh install of Windows 10.
  • Made sure all hardware was seated and undamaged
  • 2 Full virus scans
  • Checked to see if maybe a Drive was going bad
  • Never OverClocked anything on this build, so that shouldn't be the problem.
  • I'm also sure I've done other things, just can't quite remember
It has completely escaped me and I don't know where else to go. Any and all help appreciated and I'm very familiar with PC troubleshooting which is part of the reason I'm scratching my head over this.
